Looks like some kind of pump, was there mining in the area Sue?
It's called as stump jump plow, allowing the early settlers to plow uneven ground. The plow sort of jumps over obstacles by means of springs.
It's a lovely Whatsits Sue and it has it's eye on me. I can tell!
